BibliU Expands to West Virginia with WVNCC Partnership to Advance Course Materials Strategy

Wheeling, WV — West Virginia Northern Community College (WVNCC) has selected BibliU as its strategic partner to deliver a more flexible, integrated course materials and online campus store experience, improving access, affordability, and support across the institution.

Following a competitive RFP process evaluating both cost and technical criteria—including student experience, faculty support, and overall financial model—WVNCC selected BibliU for its ability to deliver the strongest overall value. The College sought a single partner to unify course materials and retail operations while strengthening access to content, streamlining internal processes, and improving coordination between students and faculty.

As a rural-serving institution, with campuses in Wheeling, Weirton, and New Martinsville, WVNCC required a provider that could understand its unique environment and recommend the right-fit approach. Rather than prescribing a fixed model, the College prioritized flexibility—seeking a partner capable of evaluating its needs and designing a tailored solution. BibliU stood out for its hands-on, consultative process, delivering a clearly defined course materials strategy built around WVNCC’s course mix and strong use of open educational resources (OER). BibliU Access is one component of this strategy, providing a scalable, Day 1 access model that simplifies delivery while reducing costs for students.

BibliU will evolve WVNCC’s existing flat-fee program to a more flexible, variable pricing model that better aligns with the College’s course composition and student usage. With 25% of courses utilizing OER and a historically high opt-out rate of 24%, BibliU's approach ensures students are only charged where publisher content is required—reducing unnecessary costs while improving overall participation and long-term program sustainability.

As part of the broader partnership, WVNCC will also benefit from an enhanced online campus store experience, including an updated interface, expanded retail options, and improved customer service. The partnership supports a full range of course materials and retail needs, from digital and print textbooks to supplies and other essential resources, creating a more cohesive and student-centered experience.

This marks BibliU’s first collaboration in West Virginia, highlighting the company’s continued expansion and growing adoption among colleges seeking more flexible, tailored course materials and retail solutions.
